Management Team

Gary Bierc, CEO & Board Member
Gary J. Bierc is the Founder and Chief Executive Officer of rPM3 Solutions and the inventor of the Company’s patented ARQ™ Risk Performance Measurement.  Inspired by this invention, Mr. Bierc founded the Company in 2002 originally as The Kingson Group Limited.  He brings over 25 years of strategy, risk, financial and performance management experience to the firm. A leader and innovator, Gary has consistently proven the Company’s  R-PM™ System since 2002 by delivering successful solutions to clients of all sizes and sectors of the economy.  In his previous role as Director, Global Risk Management for Moore Corporation Limited, he was appointed by the CEO as “champion” of Moore’s ERM initiative.  Under Gary’s leadership, Moore’s most unpredictable business unit converted a $15M operating loss into a $15M operating profit in less than 12 months.

Mr. Bierc holds a Bachelor of Science degree in Financial Management from the University of Delaware and a Master of Business Administration (Marketing) from Loyola University Maryland.


Robert Eckels, EVP & Board Member
Robert Eckels is an Executive Vice President for rPM3 Solutions and the Head of Business Development and Marketing for the Company.  Mr. Eckels joined the firm in 2010, intrigued over the business potential for the patented ARQ™ Performance Measurement.   Rob brings over 20 years of business experience primarily in Institutional Investment Sales and Marketing.  He has extensive experience working with both C-Level and Key Executives in the development of new accounts and long-term customer relationships with major corporations, strategic partners, public funds, endowments and foundations.

Rob holds a Bachelor of Business Administration and a Master of Business Administration (Finance) from Loyola University Maryland.


Michael Fluharty, CTO & Board Member
Michael Fluharty is a Senior Vice President for rPM3 Solutions and the Chief Technology Officer for the Company.  Previously, Michael was a Founder and Managing Partner of QAS, LLC, a software development firm. Mr. Fluharty is a pioneer and a well-respected expert in the use of technology to automate and manage business processes in multiple industries. As innovation in both hardware and software technology has accelerated over the last 30+ years, Michael has recognized many of the opportunities created, and been instrumental in the development and use of those technologies to improve our everyday lives. In the early 80’s, he utilized microprocessors to control large industrial equipment in manufacturing; in the 90’s, Michael guided the development and use of hand held computers in managing the supply chain, as well as championed the creation of wireless networks in our schools and colleges; and in the last few years, he has guided the development and adoption of software systems to manage and control processes as wide ranging as the non-invasive collection of fetal heart waveforms to workflow-driven performance assessments of teacher candidates.

Michael holds a Bachelor of Science in Chemistry from the University of Cincinnati.


Aaron Henderson, VP
Aaron Henderson is a Vice President for rPM3 Solutions and the Head of Software Development for the Company.  Previously, Aaron was a Founder and Managing Partner of QAS, LLC, a software development firm. Mr. Henderson has been supporting, selling, developing and implementing software solutions for over 30 years. His career began with IBM where he was the primary contact for companies like Tropicana Inc. and Anchor Glass, providing enterprise software solutions and consulting. In the 21st century Aaron had been the key developer and support leader for applications from applicant tracking systems to workflow-driven performance assessments of teacher candidates. He believes in the customer first approach, providing intuitive solutions and world class support.

Aaron has a Bachelor’s of Liberal Arts and Sciences in Computer Science/Math from the University of Illinois at Urbana-Champaign.


Kelland Sewell, Canadian Operations
Kelland Sewell is the Director of Canadian Operations for rPM3 Solutions and is the point of contact for Energy and Insurance clients.  Mr. Sewell joined forces with the firm in 2016. Previously, Kelland was the Manager of Risk and Policy for Qulliq Energy Corporation. He brings a wide range of experience to the risk arena having worked in the areas of Finance, Operations, Engineering, Corporate Services, and Retail. As a risk practitioner he has a ground floor view of what it takes to implement an Enterprise Risk Management (ERM) program. Value is the watchword for Kelland, as he continually searches to provide value for clients with win-win proposals with the application of ERM and this is what brought him to rPM3 Solutions.

Kelland obtained his accounting designation as a Certified Management Accountant (CMA), holds an Advanced Graduate Diploma in Management from Athabasca University, and holds a Certificate in Risk Management from the University of Toronto.


Board Members

Mike Ellrich, Board Member & Advisor
Mike Ellrich is a Member of the Board of Managers for rPM3 Solutions. Mr. Ellrich is also a Principal with The Gallup Organization where he’s held dual roles as leader of Gallup’s healthcare vertical and as Managing Consultant for several major national client accounts. He has broad and deep experience across several healthcare sectors. Mr. Ellrich’s evaluation, strategy, and performance improvement consulting work ranges from provider and payor to pharmaceutical, DME, and health policy. Current and former healthcare clients include HCA, Humana, Pfizer, and Smith & Nephew. Given his penchant for inter-industry best practice learning and transfer, he has also led strategy and performance improvement consulting engagements outside of the healthcare industry with The Ritz-Carlton and Ann Inc. Mr. Ellrich has been a board member of rPM3 Solutions since 2011 providing strategic insights around the health services industry and the anticipated impact and opportunities associated with sweeping public/private health care reforms.

Mike holds a Bachelor of Science degree in Finance & Accounting from Mount Saint Mary’s College and a Master of Business Administration (Financial Management) from Loyola University Maryland.


Chris Mandel, Board Member & Advisor
Christopher E. Mandel is a Member of the Board of Managers for rPM3 Solutions. Chris has more than 25 years of experience in risk management in large, global corporates and has pioneered the development of cross-enterprise risk management capabilities throughout his career.  Mr. Mandel is currently the SVP, Strategic Solutions at Sedgewick Claims Management Services, Inc. Previously, he designed, implemented and managed the ERM strategy for USAA Group.  He saw first hand, the direct correlation between risk and performance demonstrated by USAA’s exceptional performance during his tenure. This correlation was further validated by S&P’s highest ERM rating (“Excellent in ERM”) of USAA from 2006 through 2010.

Mr. Mandel is a frequent industry speaker, teacher and writer. He served as a Board Director, President and Chief Risk Officer of RIMS (1998-2004), writes the “Risk Innovation” column for Risk and Insurance magazine, was elected a member of Risk Who’s Who (2008) and was also named Risk Manager of the Year in 2004.
